I just don't think these neutral status or even bans accomplish anything.

The leaders of the countries are going to do what they're going to do, regardless of sports.

AND, there's probably athletes in Russia and Belarus that don't support the war either, but can't speak out about it for their own safety.

I think it does help to whatever small extent, but yeah not very much. Though I'm unclear on IOC's intentions and timing here as the war is still going on and Russia is still actively launching attacks at Ukraine, including residential areas, which is awful.

But yeah definitely the Russian and Belarusian athletes are put in a tough spot.
